Raised in El Paso, I attended the University of Texas at El Paso and later became a successful businessman before retiring. I have proudly called Jurupa Valley home since 1989, where my wife and I raised four children and now enjoy spending time with our six grandchildren. My commitment to community service began through youth sports, serving as both a coach and board member. Today, I serve as District Governor for the Lions Club, am an active member of the Jurupa District Lions Club, and serve on the Board of Directors for the Rubidoux Community Services District.

The Tom Wathen Center at Flabob Airport

Tracy joined the staff of the Tom Wathen Center at Flabob Airport in June of 2022 as the Director of Development. Her role encompasses increasing community awareness about Flabob Airport and raising money to support the array of free and low-cost youth education programs offered through the Tom Wathen Center.
Prior to coming to the Tom Wathen Center, Tracy led the development efforts at Peppermint Ridge in Corona, a premier provider of residential programs for adults with developmental disabilities
She is the proud mother of two boys, Brian, who passed away in 2005 and Caleb who is in 10th grade.
In her spare time, she loves to read, spend time with family and friends, and travel.

Arman Tarzi is the Director of Government & Public Affairs for the Jurupa Community Services District (JCSD) and is proud to serve the communities of Eastvale and Jurupa Valley. Mr. Tarzi leads the Department of Public Affairs, overseeing the Conservation, Public Outreach, and Government Affairs Divisions, previously serving as the Department’s Manager. Mr. Tarzi’s public service and policy background spans nearly two decades, which includes service on the Public Affairs team at the Olivenhain Municipal Water District and holding prominent roles such as Director of Policy (Ethics) for the City of Los Angeles and as an official with the U.S. Federal Election Commission in Washington, D.C. Mr. Tarzi’s early career includes various levels of service for two cities in Orange County and a senior member of the U.S. House of Representatives.
Academically, Mr. Tarzi holds a Bachelor of Arts in Political Science from the George Washington University, a Master of Public Administration with an emphasis in Public Policy from Norwich University, and a Public Leadership Credential from Harvard University’s John F. Kennedy School of Government. His educational background and extensive professional experience help him direct agency communications, strategic advocacy, government relations, and water conservation efforts.
